deprecate mmisw.org and move ontologies to COR

move the relevant ontologies from the MMI ORR repo and resolve all references to the COR location

I would like to move CMECS from mmisw.org to the COR. I also have a new version, so should I just upload that to COR? Or would it be better to copy the existing version on MMISW over, then update it with the new version so that the lineage is preserved?
