Problem with overlay placing in macOS

On mac, the highest spot where you can drag the overlay window to have a huge space under the top of the screen.
Also, you can click on that space and drag the overlay window, so I guess its becayse the content is not not correctly alligned in the window

I think the space is used for rain key, but the space is still added when there's enough space to put the rain (eg. there's another component above)
