Wrong display for the entry name and the author when they contain special chars included accents

Describe the bug

The displays of the entry name and the author are incorrects if they contain special chars included accents.

Software Versions

• DNN: 10.00.00
• Module: 04.01.04

To Reproduce

Steps to reproduce the behavior:

1. Add en entry with accents in the name field or in the author field (for french content for example)
2. Click on 'Upload'

Expected behavior

Special chars included accents should be kept without any encoding.

In my pull request #81, I have replaced some usage of the obsolete InputFilter function with HtmlEncode.
It seems to be ok but if you test it with "french content" including accents, you can see that it causes some problems.

What is the best approach you could suggest to me to fix this issue?
