Phoebus 5.0.4 release

I would like to release the 5.0.4 release on March 30th.

Are there any blockers or important PRs that you would want to be merged before then.

I would like to have the #3752 #3716 merged ( they should not have hidden side effects )

@shroffk, we discussed including the change for adding attachments when updating Olog entries. I do not really mind if we postpone this, but if you think we should include it, we also need to release the Olog service as there is an API breaking change.
