[Bug] RangeSelector arrow-key inverted in RightToLeft

Describe the bug

In the RangeSelector when highlighting a thumb and using an arrow key when the flow direction is RightToLeft right arrow a keys move the thumb left and left arrow keys move the thumb right.

Steps to reproduce

1. Toggle RightToLeft in the Toolkit Gallery
2. Tab focus a thumb
3. Hit an arrow key, and observe that the value change is inverted

Expected behavior

In RTL, hitting a right arrow key should decrease the value (to the right) and hitting a left arrow key should increase it (to the left)
