Explanation required for /api/register

Something similar to the recent commits in the web branch, there needs to be a sentence or some similar description of what that page is, and instructions on how to sign up as a Researcher vs. Developer.

The ideal situation, I think, is something like:

1. Above the buttons Developer/ Researcher that switch the field, add a sentence to describe what the page is.
2. Under the buttons, have a sentence describing what the user is signing up for. If the Research tab is selected, show "You are signing up as a Researcher to pull raw pressure data from our servers." If the Developers tab is selected, show "You are applying to the PressureNet Developer Program to integrate our SDK into your app"

I had committed something six days ago... but it never showed up anywhere, I guess. I just synced the GitHub app and it committed immediately. So there's the intro text.
