Clarify licence and redistribution terms for v1 Maia Lc0 weights

Scan64 is an open-source chess-learning application evaluating integration with the Maia v1 Lc0 networks released at https://github.com/CSSLab/maia-chess/releases/tag/v1.0 (for example, maia-1100.pb.gz through maia-1900.pb.gz).

The repository LICENSE and README identify the software as GPL, while the release distributes the model-weight assets separately. Before we use or redistribute a checkpoint, please confirm in writing:

1. The licence governing the v1.0 maia-*.pb.gz weight files.
2. Whether third parties may redistribute those exact files.
3. Required attribution, notice, source, training-code, training-data, or other corresponding-material obligations when redistributing them.
4. Whether hosted use has conditions beyond the stated licence obligations.

Most of those questions are answered by the license. We are a GPL 3 release and the material predates the licensing setup you are asking about. If you want to be more specific we might be able to answer your questions.
