JPEG2000 offers a higher compression ratio and avoids the blocky blurring artifacts present in the original JPEG standard based on discrete cosine transform. JPEG2000 also supports both lossy and lossless compression.

No, it doesn't - it supports just the original JPEG 1. Moreover not all features are supported, mainly supported is baseline Huffman coding (some features of extended process are supported as well, eg. more than 2 quantization/Huffman tables).

The JPEG2000 encoding is a bit more complex and just a few parts of GPUJPEG could be reused, I think that only the bitstream parser/formatter and color-space conversions.

I don't know if usable in your intended use-case but I have positive experiences with NVIDIA's nvjpeg2000, which I used in a different project (the decoder only). Unfortunately it is AFAIK not OSS.
