Add `config.yaml` to Enable GitHub Issue Template Selection

Currently, users cannot select from the available GitHub issue templates because the repository does not yet include a .github/ISSUE_TEMPLATE/config.yaml file. Once this file is added and configured, the issue template picker will become available and users will be able to choose from the relevant templates.
