Download size not same as upload at attachments?

Describe the bug
When i download a specific pdf (see attachment below) when i download it, it dubbels in size and is giving me a corrupt error in my pdf reader. (if pdf after download is opened trough chrome it magically isn't corrupt?)

To Reproduce
Steps to reproduce the behavior:

1. Go to a place to add a attachment
2. add an attachment for example the one down below
3. Save
4. Go to download it again and see
