Deprecate the GitHub Wiki

The Wiki has largely duplicated documentation for SDK processes, making it difficult to keep in sync with the latest changes and find correct documentation. We should migrate the Wiki's contents to the doc folder of the Python repository and more clearly indicate which documents are meant for management-plane vs. data-plane (and consolidating into one doc where instructions are shared).
