azd ai agent init : Using agent-with-foundry-tools/agent.yaml requires a tool to be configured for the project, but gives no info about it

In the agent.yaml it uses the Microsoft Learn tool, but provides no guidance for how to setup that tool.

Either remove the tool and just use web_search, provide some sort of instructions on how to do it, or do it as part of the provisioning.
