Update flatmap-server to include expert-consultants when loading information, so it can be stored in the competency query database for each map UUID.
Tasks:
- Load expert-consultants during map data ingestion
- Add a query to retrieve expert-consultants with arguments: source_id and path_id
- Add a test script for the new query
