Part of implementing this would be to scan over all flatmap servers, identify duplicate maps, and replace all but one of the duplicates with symbolic links.

Yes, that sounds good. Would this also avoid duplication of competency database?

No. @nickerso decided it was prudent to separate the production CQ database from the staging one (so developers were less likely to crash production...).
