Chunkloading not functional

Description

Chunkloading in the 1.18.2 fabric release is nonfunctional, making all machines pointless to use without a third party mod to fix the chunkloading issue.

How to reproduce

1. Place compact machine
2. Put stuff in compact machine
3. Leave compact machine
4. Watch the server unload the compact machine dimension

There is a chunkloading upgrade item without a recipe, but it doesn't seem implemented as this code is not ported yet:

okay so it is broken wanted to know

can you just use the FTB Chunks mod for Fabric to get around this
it would need you to claim the chunk then forceload it
