I don't know when the change occurred but the path for unicode.pf2 changed. This has been updated in livecd-tools (not yet published as new release? -- need to verify that) but results in being unable to build an image with efi support using the docker container. Patching the live.py file (or volume mounting it in) for the updated path resolves this issue until a combination of a livecd-tools and/or a new build container has been released.
