Devtools mobile simulation behavior is inconsistent

• Thorium Version: 138.0.7204.300

Problem

I discovered a strange phenomenon when debugging my mobile web page.

Open the same web page and select Mobile Device. In Thorium 138 version, the mobile double-click zoom behavior will occur (this behavior will have a stuck effect on debugging some mobile interactions), but I have measured that this situation does not exist in Thorium 130 and Chrome 143 versions.

Just like this:

1. Open the same web page [e.g. https://github.com/Alex313031/Thorium-Win]
2. Open Developer Tools and select mobile device
3. Refresh the page
4. Double click on the blank space

I tested that this problem does not exist on the latest versions of chrome and edge, and the Thorium 130 version does not have this problem either.

This issue only occurs on Thorium version 138.
This problem caused delays in debugging mobile page interactions through device emulation.
